Das scheint ein Apple Problem zu sein.
Auch andere Entwickler (mit/unter Xcode) haben das aktuelle Problem:

Kein Wunder.... es wurde iOS 9 schon mit Seattle unterstützt:

Nur zur Info:
iOS Simulator von Xcode 8 geht zur Zeit mit 10.1-Berlin noch nicht.
Debugging von 32-Bit Anwendungen geht auch nicht. 64 Bit geht.
Update/Hotfix ist in Arbeit (dauert noch einige Tage...... in der letzten Beta von Xcode 8 / iOS 10 hat Apple (mal wieder) einiges umgestellt)
