gibt es in Delphi eine Funktion, welche die gleiche Funktionalität besitzt, wie die PHP-Funktion

Suchst du sowas wie TBitmap.LoadFromStream() ?
Bzw. TPicture - wenns kein bestimmtes Bild ist.
