No one is ignoring you, it's just that media applications are rarely made in Delphi, hence there is a comparably little (but notably existent) pool of related third party components/libraries, and also not too many people invested in it, which could provide valuable information. They exist, but usually one has to look harder compared to C(++)/#, Java and the other usual suspects.
Secondly, you do not "request" in a forum. You may "ask for kindly" ;).

It is very well possible, that what you are looking for simply does not exist in that form. Audorra however, I only know it by hearsay, seems to provide an interface to DirectSound at least, so it could serve as a good basis for your own effort to mold something that does what you need, at least. It may even provide more, since I gathered that it is a rather big lib, which may hold some functions that are not that obvious at first glance.
The functionality you seek sounds quite custom, so I would be prepared to invest some time to create something similar myself, if I were you. Building blocks like Audorra however can be of great help with this, so that info wasn't useless by far.
