Upload image to Wikimedia

Hello.
Can you upload pictures to wikimedia?
I would like to create software that reads the EXIF data (I already have it) and
according to GPS coordinates will write the city or the address where the picture was taken.
In addition, a description of the image and license will be added to the program.
Finally, an XML file will be created, which will be uploaded via the API to wikimedia.
The XML file format does not know what the tags should be.
