Also du müsstest (wahrscheinlich) den Pointer auf das 5 Element (Index 4) auf einen PWideChar casten:
Result:=GetDefaultCommConfig(PWideChar(@UsedComm[4]),CommConfig,i) or GetDefaultCommConfig(UsedComm,CommConfig,i);
