Yes but unfortunately it is very much work and complicated. I at least would not be able to build such a piece of software at the moment (I mean without further reading, searching, ...).

Solutions as StyleXP use the theming capabilities of Windows XP and later, so it doesn't work if these design capabilities are not present or inactive on a system.
